Is something wrong with our Peg Perego Skate Stroller?

We just put together our new peg perego skate stroller but something doesn’t seem quite right. The bassinet/carriage swivels slightly (up and down) and our assumption is that it should lock tightly in place to the chasis. Does anyone have this stroller that can help?
